An important statement from Mortada Mansour after his decision to return to Zamalek club

Today, Sunday, the Administrative Court of the State Council decided to accept Mortada Mansour’s appeal, in which he demands the annulment of the decision to freeze the Zamalek club’s board of directors and his return to the club’s presidency.

The lawsuit had demanded the cancellation of the decision of the Directorate of Youth and Sports No. 694 of November 29, 2020, which included in its first article the formation of a temporary committee to manage and run the business of the Zamalek Sports Club.

And the official page of Mortada Mansour wrote on “Facebook”: “The State Council cancels the decision of the Minister of Youth and Sports and returns Counselor Mortada Mansour and his council today to the club.”

And she added: “An important statement from Counselor Mortada Mansour, within an hour, on his official page.”

Hani Zada, a member of the Zamalek club’s board of directors, had filed a judicial appeal before the Administrative Court of the State Council, calling for the annulment of the decision to suspend and exclude the board of directors of Zamalek.

The vicinity of the State Council witnessed security tightening in conjunction with the session being considered by the Administrative Court of the State Council, which was held by Mortada Mansour, who is calling for the suspension of the Zamalek club’s board of directors.

The appeal was lodged by the Minister of Youth and Sports and the Executive Director of the Ministry of Youth and Sports.

In its statement issued, the Ministry of Youth and Sports decided to refer the financial violations contained in the report submitted by the committee that examined the files of Zamalek Club and the violations they contained to the Public Prosecution.

The Ministry of Sports also decided to stop and exclude the Zamalek club’s board of directors, the executive director and the financial director from managing the club’s affairs temporarily until the completion of the Public Prosecution’s investigations, and the results that will result, or until the end of the legal period prescribed by law for the Board of Directors, whichever is earlier.

It is noteworthy that the Administrative Court based its ruling in support of the decision of the Ministry of Youth and Sports to freeze Mortada Mansour’s council and expel him from Zamalek Club, that ruling was supported by the Supreme Administrative Court, on Articles Nos. (52, 53, 53 bis) of the financial regulations of the old sports clubs approved by a decision The Minister of Sports No. 605 of 2017, and a review of the texts of the Minister of Sports Decision No. 451 of 2017 regarding the identification of the authority competent to implement the provisions of the Sports Law of the previous statement, that the legislator subjected all sports bodies and sports investment companies, and all aspects of sports activity in the country to the provisions of the Sports Law promulgated by Law No. 71 of the year 2017.

The court added that the sign of this was that the central administrative authority (Ministry of Youth and Sports) was entrusted with setting the financial regulations for all sports bodies and the penalties for violating them.

She pointed out that the legislator subjected the sports authority to oversight and supervision by both the competent administrative authority (the Directorate of Youth and Sports, which is located in its geographical scope) and the central administrative authority (the Ministry of Youth and Sports) in financial terms for all its funds, provided that the financial regulation determines the necessary procedures in this regard.

It is noteworthy that the Administrative Court is part of the judicial department of the Egyptian State Council.

The Administrative Court has jurisdiction to adjudicate in matters stipulated in Article 10 of the State Council Law, except for those of administrative courts and disciplinary courts. It is also competent to adjudicate appeals submitted to it against judgments issued by administrative courts.


It is noteworthy that the Supreme Administrative Court is the highest court in the State Council courts, and it decides on all appeals, whether judged by the Administrative Court in its various departments, represented in the departments of investment, taxes, transport, freedoms and sports clubs.
